Az Országos Bírói Tanács meghívására 2013. április 28-án Magyarországra érkezett az Igazságszolgáltatási Tanácsok Európai Hálózatának (ENCJ) delegációja. A delegáció tagjai Paul Gilligan, az ENCJ elnöke, Horatius Dumbrava, az ENCJ Végrehajtó Bizottságának tagja és Monique van der Goes, az ENCJ Iroda vezetője voltak.

Kormányrendelet Országos Bírósági Hivatal elnöke által kezdeményezett és 2021. október 2. napján hatályba lépett rendelkezése folytán lehetővé vált a veszélyhelyzet miatt meghosszabbodott, határozott idejű bírósági vezetői álláshelyekre kiírt pályázatok lezárása és egyúttal a bírósági vezetők kinevezése. A veszélyhelyzetre tekintettel bevezetett szabályozás az OBH elnökének kinevezési jogkörébe tartozó 14 bírósági vezetői tisztséget érintett.
