Operation of the NJC

The permanent office of the National Judicial Council was established on 1st March 2013. The permanent office provides administrative and operational support regarding the filing system, organisation of the meetings and general operation of the NJC under the leadership of a judge.

The government called the Ministry of Justice to prepare a proposal for a substantial salary increase for all judges, in cooperation with the Ministry of Finance and the National Office for the Judiciary (NOJ) - announced the Minister of the Prime Minister’s Office on 13 December 2018. At this week’s Government Info, Gergely Gulyás called the current judicial salaries unworthy and said that the Cabinet intends to introduce a new wage bill by January 1, 2020 at the latest.

The French-Hungarian Legal Day, held on 11 October 2019, focused on the European relationships, the application of EU law and its challenges faced by the national institutions, and the European – especially French – institutional solutions.

According to the justice scoreboard, the Hungarian judiciary is at the frontline of Europe: the results in the area of digitalisation are excellent, the length of administrative court cases is the fourth shortest, and the length of civil cases is the fifth shortest in Hungary – highlighted dr Tünde Handó, President of the National Office for the Judiciary (NOJ) at the press conference held before the general meeting of judges at the Regional Court of Szeged.

The international conference has begun at the Hungarian Academy of Justice, with the participation of the Visegrad Four countries and Croatia, where attendees will exchange experiences about the possibilities in judicial digitalization.

The substance of the national pieces of legislation may be limited by constraints originating from obligations under international and European Union law, however, the freedom and responsibility to develop a national court system continue to fall within a State’s exclusive competence – stressed in her welcome speech Dr. Tünde Handó, President of the National Office for the Judiciary at the international conference entitled “Sovereignty in the European Area of Justice”.

The criminal panel of the Szeged Regional Court of Appeal led by Judge Erik Mezőlaki partially modified the first instance judgement delivered by the Szeged Regional Court in the case of Y. I. for the felony of possession of narcotic drugs.

The key goals of the national programme of the National Office for the Judiciary titled ‘Child-centred Justice’ are to protect the interests of children in court procedures and to continuously educate the judges hearing cases involving minors.

In 2017, the National Office for the Judiciary continued to treat the high-level protection of the interests and rights of children in court proceedings as a priority, and put a strong emphasis on the training of family law judges and judges hearing the criminal cases of young persons.

The Hungarian team has prepared an excellent written project at the 4-day-long championship, organized by the European Judicial Training Network (EJTN). The team of trainee judges has returned home with a medal and a certificate, along with the judges’ praise for their thoughtful opinions and written work.

Applications from thirty-five court leaders have been assessed and evaluated by the National Office for the Judiciary (NOJ) until October 31st.

At the meeting, György Senyei emphasized that the Czech Republic and Hungary are linked not only by their geographical proximity and common history, but also by the Roman and Continental legal roots of the two legal systems, as well as the simultaneous change of regime and accession to the European Union.

The National Office for the Judiciary (NOJ) is hosting a Conference celebrating the 15th anniversary of Hungary’s accession to the European Union on 27 May 2019, where dr. Tünde Handó, President of the NOJ and Tamás Vargha, state secretary at the Ministry of Foreign Affairs and Trade will give solemn opening speeches. 

The organisation of the Curia

The Curia is the highest judicial authority in Hungary. Under the authority of its President it has three departments: criminal, civil and administrative-labour law departments. Each department has various chambers: chambers hearing appellate cases, chambers passing uniformity decisions, chambers issuing decisions on principles, as well as working groups examining judicial practice.

In the THEMIS competition organized by the European Judicial Training Network (EJTN), the Hungarian team has never achieved such a big success before. The trio made up of dr. Franciska Zsófia Gyuranecz, dr. Dorottya Papp and dr. Bernadett Krausz trainee judges won semi-final D in Sofia, Bulgaria, and received a special prize for the best visual performance. The team tutored by judge dr. Bálint Kovács wrote their paper on judicial ethics and professional conduct dealing with the relation between
