In 2018, 132.560 civil and economic cases were brought before the courts, of which 101.000 belonged under the new Civil Procedure Code. In the second half of the year (1 July – 31 December), 57.000 claims were filed by citizens under the new Civil Procedure Code which represents 30% increase compared to the first half of the year.

The objective of criminal proceedings are to make a decision about the criminal responsibility of a person who committed a crime. In Hungary only a court can establish guilt/criminality and impose a sentence on a person.

In case of a suspicion that a crime was committed, the proceedings are started either ex officio or by bringing a charge against somebody. Such charge may be brought by either the victim of the crime, or anybody becoming aware of such crime. The report must be made to the police.

Since 2013 an alternative dispute resolution procedure has been available at the Hungarian courts. During the past five years mediation process at court has become known among the members of the court system, what ensures the resort to the process in greater proportion in cases appropriate for mediation.The National Office for the Judiciary (NOJ) commenced this project in view of the European mediation practice in such a way that encourages the parties to take advantage of the mediation by giving adequate personal information and creating a financial interest.

Each year an anonymous and voluntary survey has been carried out among judges since 2015. The survey is meant to find out how judges see the impartiality and independence of the judiciary in Hungary.

The National Infocommunication Service Provider (NISZ Zrt.) has granted the "Infocommunication Project in Public Administration" Year Award for the National  Office for the Judiciary, the National Prison Service, the National Police Headquarters, the Prosecutor General's Office and the National Tax Office  for their project work on distance hearing systems.

During their visit to Hungary, the delegation of the Venice Commission, operating beside the Council of Europe, had a meeting with the President of the National Office for the Judiciary (NOJ) on 4 February 2019. The body wanted to get familiar with the operation of the judiciary and the transformation of the administrative court system.

In Hungary, NGOs (foundations, associations, sports associations, etc.) are registered in a nonlitigous procedure at the general court with competence as per the registered seat of the organisations. In a simplified procedure, these organisations may be registered within 30 days. Statutory control over these NGOs is exercised by the general courts.

Procedures relating to NGOs are typically electronic procedures, however entities not obliged to participate in electronic procedure may also proceed at their option on a hard copy basis.

 

 

The National Judicial Council (NJC) is the supervisory organ – as a body - of the central administration of courts.

The seat of the NJC is in Budapest, and it has 15 members.

Regarding its members, only the president of the Curia is delegated, according to the Act CLXI of 2011 on the Organisation and Administration of Courts. The other 14 judge members of the NJC shall be elected in a secret ballot by majority vote at the meeting of the delegated judges.

The National Office for the Judiciary (NOJ) - by possessing the knowlegde accumulated in the field of digitalisation of courts - could play a major role in Hungary’s information technology export. 

A szeptemberi soros elnökváltást követően dr. Bicskei Ferenc soros elnök vezetésével ülést tartott az Országos Bírói Tanács.

Az Országos Bírósági Hivatal részletes tájékoztatást adott a bírák és igazságügyi alkalmazottak 2014. évi írásbeli figyelmeztetéseiről, fegyelmi ügyeiről, valamint a bírák ellen indult szabálysértési és büntetőeljárásokról.

A napirendi pont megtárgyalására a Tanács meghívta a Szolgálati Bíróságok elnökeit.

It was the fifth time this year that the ‘Sziget Court’ tent welcomed the participants of the Sziget Festival between 7 and 13 August. Hundreds were interested in the programs offered by the Sziget Court, despite the heat wave that lasted for days.

The number of lawsuits pending for more than two years has been reduced to half at national level – it is a point when we need to come to a halt and acknowledge the results of the judiciary. Therefore, the reporting season is an outstanding event, when it becomes clear what  tasks the courts are dealing with – said the President of the National Office for the Judiciary (NOJ) at the press conference prior to the general meeting of judges at the Tatabánya Regional Court.

A 2019. évi soros ülnökválasztás 2019. március 7. és 2019. április 30. napja között lezajlott, azonban a választó szerveknek nem sikerült a 20.SZ/2019. (II.21.) OBHE határozat mellékletében megállapított számú ülnököt megválasztaniuk. Tekintettel arra, hogy a megválasztott ülnökök száma nem elégséges a bíróságok zavartalan működéséhez, az Országos Bírósági Hivatal (OBH) elnöke soron kívüli ülnökválasztás kiírását kezdeményezte a köztársasági elnöknél. 

Today at 8:30 am began the trial of the so-called Parndorf-case in the auditorium of the General Court of Kecskemét. Great number of representatives of the Hungarian and the international media was present.
