Since 2013 an alternative dispute resolution procedure has been available at the Hungarian courts. During the past five years mediation process at court has become known among the members of the court system, what ensures the resort to the process in greater proportion in cases appropriate for mediation.The National Office for the Judiciary (NOJ) commenced this project in view of the European mediation practice in such a way that encourages the parties to take advantage of the mediation by giving adequate personal information and creating a financial interest.

A műszaki alprojektben a bírósági épületek személyi beléptető kapukkal, röntgensugaras csomagvizsgáló berendezésekkel és kézi fémdetektoros eszközökkel történő felszerelése valósult meg.

Ma összesen 106 ítélkezési célra használt bírósági épületben található csomagvizsgáló röntgen alagút. Ezzel minden közepes, illetve nagy bíróságot, épület-állományunk mintegy 70 %-át, felszereltük ezzel a korszerű eszközzel.

All-judge meetings

The all-judge meetings are convened by the president of the court and the participants are the judges assigned to the specific court. The duties of the meetings include: to express an opinion on the application of court leaders, to elect a delegate for the election of NOJ members and to elect the judicial council.

Regarding the disciplinary proceedings against judges and the related compensations, as well as the disputes arising from the evaluation of  their work as judges or as court executives the law on the organisation of the judiciary has set out the First Instance Service Court at the Budapest Regional Court of Appeal and the Second Instance Service Court at the Curia.

Numerous positive feedback were received on the International Conference on Courts and Communication on 10-11 October. The event organized annually by the National Office for the Judiciary, for the seventh time this year attracted around 80 guests from 19 countries.

“Our credo is that the mutual goals of the citizens and the state are the good life, safety, order, justice and the fulfilment of freedom. We believe that people’s power exists only if the state serves its citizens and arrange their matters fairly and free of any mistreatment or bias.” – states the National Credo of the Hungarian Constitution.

In the last 7 years we have had the opportunity to make such developments in infrastructure that have been missing since the beginning of the 20th century, and further developments will follow in the future, "said the President of the National Office for the Judiciary (NOJ) in her sixth annual parliamentary report of the year 2017.

The recording of video and audio materials at trials could, on the one hand, replace traditional minute-keeping, reducing the time required for preparing decisions by a large degree, and on the other hand, it could guarantee the accurate documentation of trials at any time when necessary.

Trust building is the central topic of the International Conference on Courts and Communication, organized annually by the National Office for the Judiciary, for the seventh occasion this year.

On 1st January 2019, Érd District Court started to operate with eighteen judges who had previously worked at the District Court of either Budakörnyék or Budaörs. According to Dr. Tamás Gerber, President of Budapest Environs Regional Court, the balance of the first one and a half months is clearly positive: clients are very pleased with the new court, where they can deal with their cases quickly and in proper conditions thanks to the “Client Centre”.

The International Conference on Courts and Communication was organized for the seventh time this year on 10-11 October by the National Office for the Judiciary, and attracted around 80 guests from 19 countries.

The National Office for the Judiciary (hereinafter: NOJ) as the central administrative body of the judiciary and as an accredited member of the Official Statistical Service fulfils its statistical function according to the principles laid down in the Practical Code of National Statistics. The judiciary is committed to continually improve the quality of said function.

The public vote on the works submitted for the photo contest "Courts in Focus” ended on Sunday. The nominees who receives the majority of the votes will be awarded a public prize. The voting has moved many, and it will soon turn out who has won over the audience the most, with just over two weeks to wait for the results to be announced.

I have always kept the laws, I am ready for any inspection because it will only verify that I am performing my tasks with the moral decency it requires – claimed dr. Tünde Handó, President of the National Office for the Judiciary (NOJ) at the general meeting of judges reacting to the actions taken by the National Judicial Council (NJC). On Wednesday the NJC decided to turn to the Hungarian National Assembly to initiate the removal of the President of the NOJ from office. 

Duties of the NJC

In the area of general central administration the NJC

  • shall examine the central administrative activity of the President of the NJO and signal any problems,
  • shall propose to the President of the NJO on initiating legislation affecting the courts,
  • shall express opinions on the rules and recommendations issued by the President of the NJO.
  • shall approve the rules of procedure of the service court and publish it on the central website.

The number of lawsuits pending for more than two years has been reduced to half at national level – it is a point when we need to come to a halt and acknowledge the results of the judiciary. Therefore, the reporting season is an outstanding event, when it becomes clear what  tasks the courts are dealing with – said the President of the National Office for the Judiciary (NOJ) at the press conference prior to the general meeting of judges at the Tatabánya Regional Court.

Act II of 2012 on minor offences, offence procedures and the registration system of offence(hereinafter: the Offences Act) provides for sanctioning criminal action that violates or jeopardises generally accepted rules of cohabitation within society, without however the level or risk or extent of danger that would consitute a crime and which would necessitate sanctions accordingly. The range of action deemed as offence is defined by the Offences Act.
