In order to collect and utilise and also to accomplish specific objectives, the President of the National Office for the Judiciary (hereinafter: NOJ) sets up working groups to carry out particular tasks.

With activities encompassing analysis, consultancy, proposals, opinions and preparation for decision-making, these working groups are there to help the President of NOJ in discharging duties set out in Section 76 of the Act CLXI of 2011 on the organisation and administration of courts.

In order to reduce the length of procedures, the legislator has started to make electronic liaising optional or mandatory for specific parties and their representatives in certain court procedures. This means that the parties may or must liaise with the courts by electronic means, without using paper-based submissions, within the framework of the legislation.

Members of the court staff today raise 7600 children under the age of 18. This makes it especially important to create balance between career and private life.

Regarding the disciplinary proceedings against judges and the related compensations, as well as the disputes arising from the evaluation of  their work as judges or as court executives from 1 July 2011 the First Instance Service Court has started its work at the Budapest Regional Court of Appeal Court and the Second Instance Service Court at the Curia.

The staff of the First Instance Service Court can be a maximum of 75 judges, menwhile that of the Second Instance Service Court 15.

We hereby notify the press workers that their and the public’s presence on criminal trials at, and in the building of the District Court of Szeged will only be allowed upon preliminary registration from 15 September 2015, the entry into force of Act CXL of 2015 On Amending Certain Acts Related to Mass Migration, because of the supposedly increasing number of clients and the use of courtrooms; the limited space of courtrooms; and to minimize security risk. Since 2015, the National Office for the Judiciary (NOJ) has been publishing an integrity questionnaire for judges every year to understand the processes and circumstances relating the integrity of the judiciary. The NOJ continuously strives to keep the questions clear and up-to-date and the questionnaires’ length limited to keep the target group motivated in participation, while providing lots of information at the same time.

Internal Communication workshop

The objective of criminal proceedings are to make a decision about the criminal responsibility of a person who committed a crime. In Hungary only a court can establish guilt/criminality and impose a sentence on a person.

In case of a suspicion that a crime was committed, the proceedings are started either ex officio or by bringing a charge against somebody. Such charge may be brought by either the victim of the crime, or anybody becoming aware of such crime. The report must be made to the police.

The Hungarian team has prepared an excellent written project at the 4-day-long championship, organized by the European Judicial Training Network (EJTN). The team of trainee judges has returned home with a medal and a certificate, along with the judges’ praise for their thoughtful opinions and written work.

Duties of the NJC

In the area of general central administration the NJC

  • shall examine the central administrative activity of the President of the NJO and signal any problems,
  • shall propose to the President of the NJO on initiating legislation affecting the courts,
  • shall express opinions on the rules and recommendations issued by the President of the NJO.
  • shall approve the rules of procedure of the service court and publish it on the central website.
