Alternative dispute resolution procedure, i.e. court mediation, has been available in Hungarian courts since the second semester of 2012, and is an effective tool of enhancing customer satisfaction and timeliness in civil litigious and non-litigious cases. From 1 January 2018, the parties will have the possibilities to approve the mediation agreement in court in a settlement attempt at a very low fee to make it enforceable.

Operation of the NJC

The permanent office of the National Judicial Council was established on 1st March 2013. The permanent office provides administrative and operational support regarding the filing system, organisation of the meetings and general operation of the NJC under the leadership of a judge.

Trust building is the central topic of the International Conference on Courts and Communication, organized annually by the National Office for the Judiciary, for the seventh occasion this year.

The witness care and victim protection programme launched by the National Office for the Judiciary aims among others at providing witnesses summoned to court hearings with comprehensive and easily understandable information, ensuring a free-from-fear atmosphere for witness and victim testimonies and improving the conditions of questionings.

It is a strategic goal and also at the same time a statutory obligation of the President of the NOJ to ensure the trainings of the judges that includes the constant development of the content of the trainings and the training system, as well. In 2015 the training central system was supplemented by local and regional trainings. This means that without interfering with the own trainings organized by the respective courts, the NOJ supports the local or regional trainings with quality assurance and financing.

National Office for the Judiciary (NOJ) has signed cooperation agreement with nine universities of Hungary. The judiciary and the universities taking part in legal education will tighten their relationships in the fields of legal education, legal dissemination and research.

The Open Court Programme, initiated by the NOJ in 2012 for social responsibility purposes in order to facilitate the judicial career orientation and law-awareness of the new generations, completed its sixth successful year.

This programme with colourful content and methodology that is realized with the wide-scope, active and create contribution of the courts attracts tens of thousands of people every year.

The Hungarian judicial organisation pays special attention to the new generation: the training concept of 2019 includes the training of trainee judges, secretary judges and judges, however, the young generation have also the opportunity to try their hand at scientific work and get experienced in the international environment as well – emphasised dr. During a five-month period 207 judges held 447 distant-hearings with the newly developed distant-hearing system. Penal institutions were the second most-used place for this purpose with 94 occasions, including 18 foreign spots.

Since 2013 an alternative dispute resolution procedure has been available at the Hungarian courts.
